Why? You are supposed to charge them as adults if they murdered someone. Now I understand the situations, and circumstances effect when it comes to combating, and adjudicating crime. Possibilities can range from coercion, extortion of a particular youth in the commission of violent acts. Things of this nature should be considered by all sides in criminal cases.

But if you have a hard core criminal, regardless of age, the book, and bookcase must be throw at them. So, if the last experiment didn't "work very well". What was learned from it? That's how we make experiments work. Back to the drawing board for all involved here. If the last experiment "didn't work VERY well". Learn from the mistake that caused the problem, and fix it so that next time, it does work.
