The reason why they haven't is simple. The legislative branch is too busy "banning plastic bags."
They simply don't give a fuck what the people of this state truly need. The people want gun safety legislation. The people want a living wage legislation. The people want marijuana legalized, and taxed. What the people don't want is politicians passing useless legislation like phony pension legislation that hurts real workers, but giving head honchos a pass. They don't want politicians ignoring the need for sentencing guideline reform.
No matter the political affiliation, politicians would be utterly stunned should they pass a living wage bill, see the jobs created, and a drastic drop in crime. It beats banning plastic bags for some, and not others.
