Here's an idea. Petition the federal government for more money so you can install more cameras with gunshot detectors. These cameras will assist police in catching these mini terrorist quicker.
It's a proven fact that people think twice when they know they are being observed before doing something really stupid. Those that do commit the act while being observed, don't deserve being free. They deserve prison for life for firing illegally obtained weapons. Get off your ass legislators. Petition the federal government, and get more cameras with gunshot detectors.
