It's all gang, and drug related folks. Why else are they just "Standing on corners?" Some of them, without criminal records, will apply for conceal carry permits. They still will be in gangs selling drugs, and standing on corners. They will not stop until the elected officials get serious about it.
The elected officials should decriminalize, tax, and regulate marijuana. Look what the country of Portugal did? It's a move that's better then ignoring it, and covering your eyes, and ears. You have a problem elected officials. It is time for all of you to get serious, and deal with it.
