No he doesn't. If he did, he'd have done something about it long before.
If he did, he would have done something about it. When any person joins law enforcement they do it in order to make it function better. Not sit on the sidelines and turn a blind eye towards corruption. That video is over a year old. Why didn't all commanders view it? Why didn't they discipline the officers that filed false reports sooner? Why didn't all commanders tell all officers this shit will never be tolerated?
So no folks, I ain't buying this "I understand..." crap. Talk is always cheap. If he did ever understand, he'd have done something about it long before.
