Consider this. All law enforcement agencies have a "documented gang members list". They (law enforcement) use data information determining gang "hotspots". Yet, they ride around in taxpayer funded patrol cars and not sit at these designated "hotspots".
The "documented gang members" stand on street corners and lurk in alleys everyday and night. Everyday and night. And still, they (law enforcement) ride around in taxpayer funded patrol cars and not sit at these designated "hotspots".
