The proliferation of guns from Indiana, and other states with pitifully, weak gun laws is one source of this problem. Another problem is the lack of employment opportunities within the city itself.
Without a doubt, the largest problem is the illiterate lawmakers, judges, and lobbyist that can't read, or comprehend the simple writing of The 2nd Amendment. It is totally baffling they can't comprehend the sentence; "A well regulated militia..." Yes folks, that sentence. So for those "States Rights" dingbats, it simply means, they will be recognized, regulated, and taxed by the states. Last time I checked, this isn't happening. And that my friends violates the 2nd amendment.
This major violation of the 2nd amendment can be fixed by forcing states to abide by it. Once that is done, our cities with rare job prospects can shift their focus back towards education, and employment.
