The second link is kind of interesting when you think about it. The police department does have an unacceptable homicide clearance rate. I guess they will need better surveillance spots so they can keep tabs on the documented gang members that commit these shootings. You should also consider putting up cameras on the side streets and alleys. I'm still baffled why they haven't screamed for more cameras?
