Like I've stated before, the police can only do so much even with the addition of more officers in cars and not walking a beat. The parents, siblings, and clergy must get their hands dirty and turn these idiots in. There's no better love than tough love. You the people, must teach them responsibility and accountability for their actions. And once you have taken up that task, demand prosecutors do the same.
