He was "Standing in an alley."
That's one of the many places these shootings occur. It doesn't matter is it's an alley, sidewalk, or bus stop. They all know each other. All it really takes is for one person not gang affiliated, to be just hanging around with them.
This is the price they pay when there are no job opportunities within the city. They just stand in alleys, sidewalks, or bus stops.
