How ironic this happened up the block from the police department. I recall a former Mayor touting "Foot Patrols" years ago.
I've only seen it for myself once, out of all those years. This shooting is the end result when your government, and police department just throw in the towel, until it affects them. Then, and only then will you see them scramble to cover their asses.
