Ya think? Over one hundred people shot over the weekend that includes dead children. They just now figured out something isn't right. They have a documented gang members list. You can add charges under the RICO Act. If you pass legislation designating them as domestic terrorist, you can keep them in prison longer. What's so hard about those two scenarios? They both can be done and withstand constitutional muster. Oh, and lest not forget, all these shootings are premeditated. There's another charge you can slap on them prosecutors.
