Hey, I could on a little rant explaining the difference between random acts of violence, and targeted assassinations. Yet, there's no need after you read the first shooting. It will leave you with more questions. For example. What was a 15 year old doing sitting in a vehicle? Who was in the vehicle with him? And lastly, why were they singled out?

Ever time they catch the perpetrators, they never charge them according to the crime they committed. They just slap a murder charge, never conspiracy, and never under the state version of the RICO Act. Look at how the shootings are carried out. The sentencing guidelines should reflect such.
