Gangs? Don't you really mean terrorist?
Look, that's exactly what they are. They don't care about anything but lining their pockets, instilling fear in neighborhoods, and the destruction of innocent lives. I'm betting that city hall, and its cronies will not heed this advice, and start closing certain schools down for only one reason. Stuffing their pockets.
Times have changed. The cabal closes down a public school, and open a charter school in its place. Why? The answer is simple. Money. They don't give a damn that your child has to cross terrorist infested turf seeking an education. All of their little rug-rats attend private schools. It's a damn shame for ordinary people, when both sides, the terrorist, politicians, and their donors continue stuffing their pockets. Just watch which ones they close.
