Allow me to sum up this post like this, Damn! First off, you can't have a curfew for one part of the city. It must include the entire city. Second off, why haven't all residents heard of this "pilot program" that allows police in one district to file felony gun charges? This should be done in all districts. As for the rest, Damn!
