Here's something all you poor excuse for leaders can do. Legalize and tax the shit out of marijuana. Think of all the local jobs it will create. You can fully fund school staff, police, fire, EMT, and begin a ton of construction projects. You can fully fund housing for the homeless, and hire staff for managing the buildings.
This first baby step will assist this city in crushing the carnage.
