If only they would install cameras with gunshot detectors on every street and alley? You would think that will certainly put a big drop in these horrible shootings? But, they don't care. We get it. They have that mindset that they can't say out loud. You know, the old let them kill each other, it's not happening in our neighborhoods mindset. Or, the racially charged they're all animals anyway.

We already know the GOP controlled senate doesn't give a shit. They'll never pass any legislation that would actually help the average American citizen. Unless, their seat was up for grabs. Police and prosecutors can only do so much because their hands are tied with a pretty fucked up judicial sentencing guidelines. So, the inaction can only be summed up with the mindset, they're all animals anyway. So let them kill each other off.
