If you saturate the area where the shootings occur, they can't commit crimes because of the heavy police presence. It's all about priorities. Inconveniencing motorist in all honesty, doesn't bring sympathy for your cause. Let's be honest. Racist Whites don't care about Black and Brown people killing each other. As long as it is not happening where they live on a daily basis, they simply don't care. So, clogging up the expressway will only make them more madder and racist. If you really want to make an impact, go where the shootings happen.
