Isn't it odd the mayor hasn't held a press conference or confronted the the driver of the car where the baby and teen were wounded? This is one reason why our politicians should write legislation holding parents and relatives responsible when shit like this happens. The dude refuses cooperating with police. That is a giant red flag. He knows who fired the shots and I'm willing to bet, he's a "documented gang member".  Are you still wondering why?
