All aboard the assumption train. Well, we'll board after this well known fact. The police have in its possession a "documented gang members list." That's a fact. Now let's board the assumption train.

The police have the names and addresses of these gang members, but why are they not under constant surveillance? With all the shootings happening all around the city, one would assume that would be the case. All of the gang members are not incarcerated, so we can already assume the ones that are not, have a hand or knowledge of these shootings. So why are those not incarcerated under a watchful eye of law enforcement? Yes, we know they have mindless minions that will do their bidding, but are they not also listed as documented gang members?

One would assume that if these terrorist were under some type of surveillance, these senseless killings and wounding of people would drop if they are caught sooner. But alas, that is not the case. Thanks for riding the assumption train.
