From my perspective, these two shootings were targeted. The first could be gang related, but it's still targeted. I could be wrong, but they do not appear like a random act of domestic terrorism. You just don't meet someone in an alley for a conversation and gunfire erupts. You don't know, unless you have psych abilities, a person you want to shoot is at a gas station. Like I said, they both appear to be targeted shootings. That's premeditation folks.
