So much for "Operation Legend". In the meantime, as protest roll in cities across America, Chicago appears incapable of even passing legislation designating these monsters as domestic terrorist. Some people are going downtown for protest leaving vulnerable communities at the mercy of these killers as police resources are diverted. It's the old can't walk and chew bubble gum theory for elected officials and law enforcement. One can't or refuses passing legislation, the other can't keep neighborhoods safe from killers because they must protect the rich. Think about that.
