Think about it folks. Who stuck their hand in the cookie jar? You got it, politicians. For some strange reason they just can't stand money sitting around. They just have to get their hands on it, and stuff it in their, and friends pockets.
Don't believe me? Check this out. The Illinois lottery. Surplus funds are "Supposed" to go too the "General Education Fund". Why do teachers go on strike? Need another? Social Security. We pay into it just like a pension fund, which it is. Yet for that very same reason, politicians want to raid it, and give it to Wall Street. Once they get their greedy little hands on these funds, the people, cities, and states go broke. Hell! I'll go even further if you still don't see a pattern. Look what the Bush administration did to a surplus of funds.
And there you have it. They just can't bring themselves to do what is right. They just have to put it in their, and friends pockets.
