Madness Continues: 15-year-old boy among 6 shot in less than an hour in Chicago

Here's my question. Why was a 15 year old out after curfew and no one noticed? Not even police, or parents. We can speculate are collective asses off. But, let's just chalk this up with plain stupidity. Here's another thing. Why wasn't he cited for violating curfew after they found him? I'm out.
