It exacerbates the problem. Cutting mental health funding, and closing mental health facilities doesn't help. It also exacerbates the problem. Moving from a manufacturing base towards a consumer society without proper wage increases don't help. It also exacerbates the problem. Not legalizing marijuana drains city and state revenue. Locking pot-heads up cost taxpayers money.
