Why would a minor be out on the streets at that time of the morning? Of all the shootings taking place Monday, this one stands out. It's not only an epic parenting failure, but law enforcement also.
Minors have zero business being on the street at that time. The parent or parents have some serious explaining too do. If the kid is gang affiliated, so do the police. Parents that let their kids violate curfew must face some form of punishment until they finally realize this is a serious problem. If they can't pay a fine, let them sit in jail for a day or two. As for the police, let's say the minor is gang affiliated. Officer's that are aware of this, should face some form of punishment also. Officer's should be docked a day or two of pay.
We can't let epic failures go unpunished.
