This is so foul on so many levels, but the saddest part, nobody noticed anything for 30 years!

30 years of parents not listening to their children. 30 years of faculty walking by the classroom and not noticing anything unusual. Children in a classroom bound, and blind-folded, and not once did anyone ask why he did that for 30 years.

There is no earthly excuse for letting this happen for so long. What this sick, twisted monster did is bad enough, but what the parents, and faculty did not do, by simply listening to what these children said, is beyond pathetic. Asking your child how was school today? And finding out they sat in a classroom bound, and blind-folded, being fed something. If that isn't the biggest alarm bell in the entire universe? Well, you should be deeply, deeply ashamed.

23 is just the tip of the iceberg. This fiend was there for 3 decades. God only knows how many more he's done this foul, and horrendous act upon.

Well you knew it was coming, and buddy, this will not look pretty for those knuckleheads running around on the streets.

Yet in the end, this is what happens when you take employment opportunities away from cities and towns. No job? Turn too crime. Yes they do have a choice. But when you put road-block, after road-block in the way of already economically depressed neighborhoods, primordial survival instinct takes over.

Case in point. When "Affordable Housing" became the status norm, Father's were banished from the home because of "Income Restrictions". Hence, the explosion of "Single Parent homes", and undisciplined children. One would think, this income restricting, was nothing more than an attempt at breaking up families, and guess what, it worked. When this "Policy" was implemented, incarceration rates began to soar. Any analyst can go back and look at the numbers. They are there, and factually correct. The problem is, there is no "National Discussion" about this subject.

When speaking of certain "Road-Blocks", if any young people happen to come across this, there was a time, decades ago, when all one needed was a "High School Diploma" just to become a police officer in the city of Chicago. Not anymore. Why? Just to keep certain ethnic groups out. Back then, with a high school diploma, once you passed the written, and physical test, off you went too the academy for "Training". Even with a degree these days, you still go too the academy. So what's the point of an education restriction?

Back to affordable housing. Doesn't it make sense if the rent rates were based on what the top bread-winner earned, and didn't break up families? Take two families for instance. They are both in the same housing complex, where one family makes less than the other. They both have the same amenities, but the family that does make more can afford to pay extra in rent, with no loss in amenities. As the family that makes less, sees an income boost, the rent is adjusted accordingly. Makes sense right?

Sadly, we all know common sense to such an approach is unlikely. So for now, a simple crackdown is the only approach. So get your camera phones ready for the running of the knuckleheads, because we all knew this was coming.

I would suggest these findings can be traced to both an unconscious, and conscious underlying effect.

One must take into consideration when you break studies such as this down to race, disciplinary actions still happen in minority households more frequently than Whites. This is not saying minorities are intentionally inflicting such "abuse", yet a case can be made that some do, but minority parents use discipline for instilling respect, and right from wrong into their children up into their mid to late teens.

But enough of that opinion from myself. This study suggest there still is that, "In the back of ones mind" perception of people of color. This perception has been shaped throughout the history of mankind's indifference, and instituted prejudices towards others. This perception is one that will never go away, simply because of the fact of human's distrust of not only people of color, but for people of their own same race, no matter the ethnic origins.

So yeah, this does indeed suggest these findings are both, unconscious, and conscious.

You destroy any credibility you have with people when you push for something that will not only be bad for the air, water, and People, but even for your own selves. Whenever a government, no matter the level, makes a power-grab, people will not stand for such violations of The Constitution of The United States. So, forget "States Rights". The US Constitution "Trumps" it. Politicians have an assumption of voters possibly being, not so bright. Yet, each and every time they think you are asleep, they try for a suppression of rights, which always fails. Yet, to this day, these politicians appear to constantly forget the obvious fact, that voters are indeed, awake, and not only watching, but listening. Yet year after year, they try and slip in crap legislation, and always get caught. Just look no further than Wisconsin, Ohio, Michigan, and other states attempting such suppression acts.

Look politicians, do yourselves a favor. Learn from the mistakes of others, and stop with the bullying tactics. Voters know how quickly they can make you unemployed.

Yes folks there is always that infamous, but. Let's say a cluster of such homes is in a gang infested area? Who in their right mind would rent? Another major but, is the banks, Freddie, and Fanny are still "Liable" with insurance, maintenance, and property tax cost, unless a deal could be struck with the renter, which in-turn, raises rents to unaffordable levels, such cost must be assumed, or passed on. That appears to be the sticking point on why banks never considered such an approach. In reality, the cost is just to much for any entity too bear.

This is especially true with cities across the country, slashing services, and raising property taxes on its constituents.

Why does a city claiming budget problems find money to put upfront, just to host a select few that should pay? Yeah. Like you, this just doesn't make any sense whatsoever. I get the fact hotels will get a little business, maybe even hookers because diplomatic immunity is a perk. But, just wrapping your head around the logic of having to foot a bill upfront for "Wealthy Countries", is a bit insane.

The ultimate kicker is the fact our own government will "Reimburse" the city for such a bill is also insane. All they will do is sit around, order food, find some hookers, and dope, and pronounce to the world, nothing of significance came about from this meeting except, a trade agreement that may fuck over more American workers.

Yep, some things are just beyond comprehension.

Wow! There is a big difference from doing what's right, and what's wrong. This was clearly wrong.

If you want to combat crime, you have to have cooperation with local, state, and federal agencies. It doesn't matter what ethnic background a person may be, but violators of criminal laws must be held accountable, not set free because you don't want to "Offend" an ethnic group. This is certainly a major mistake and must be corrected.

I wonder about these politicians brain matter from time to time. It appears astounding they actually have a "Higher Education Degree". Colleges should consider adding "Common Sense" into their curriculum, because this brain fart of a law is clearly wrong.

Your favorable consideration of this ordinance will be appreciated. Very truly yours. Mayor ORDINANCE WHEREAS, Both the North Atlantic Treaty Organization ("NATO") and the Group of Eight ("G8") summits will be held in the Spring of 2012 in the City of Chicago, where the leaders of the world's most influential nations will gather to discuss global issues; and WHEREAS, The first City to host both the NATO and G8 summits at the same time since the 1977 London summits, Chicago will play a significant role on the world stage; and WHEREAS, Hosting the NATO and G8 summits will be a tremendous opportunity for the City of Chicago to showcase the best it can offer to the world, including its beautiful lakefront, world-class airports, spectacular architecture, modern convention and meeting facilities, and broad spectrum of fine hotels and restaurants; and WHEREAS, It is appropriate for the City to prepare, plan and co-ordinate in advance with local, state and federal law enforcement agencies and other public and private entities to successfully host the NATO and G8 summits in the Spring of 2012; and WHEREAS, The NATO and G8 Summits continue to evolve in terms of size and scope, thereby creating unanticipated or extraordinary support and security needs given the international, national and local agencies involved in preparation for the upcoming summits; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CHICAGO: SECTION I. Chapter 2-84 of the Municipal Code of Chicago is hereby amended by deleting the language struck through and by inserting the language underscored, as follows: 2-84-053 Authority to enter into task force agreements. In addition to any other authority provided in this Code, the superintendent of police shall have the authority to enter into agreements to form law enforcement task forces, agreements to deputize law enforcement personnel, and other cooperative agreements, with the following law enforcement agencies: United States Drug Enforcement Administration; Federal Bureau of Investigation; Illinois Department of State Police; Illinois Attorney General; United States Department of Justice; United States Department of Justice, Bureau of Alcohol, Tobacco and Firearms; State's Attorney of Cook County; and other law enforcement agencies determined by the superintendent of police to be necessary for the fulfillment of law enforcement functions. The superintendent is also authorized to enter into agreements with public or private entities concerning placement, installation, maintenance or use of video, audio, telecommunications or other similar equipment. The location of any camera or antenna permanently installed pursuant to any such agreement shall be determined pursuant to joint review and approval with the executive director of emergency management and communications. Agreements entered into pursuant to this section shall be subject to approval by the corporation counsel as to form and legality. Such agreements may contain provisions to indemnify or hold harmless participating agencies and their personnel Page 1 of 3 in connection with the purposes of the task force or other agreement. The agreements may not authorize the deployment of city personnel or use of city equipment unless the city council has duly appropriated funds for such personnel and equipment. The superintendent of police shall notify the chairman of the city council committee on police and fire with respect to multi-jurisdictional agreements entered into in accordance with this section. 2-84-300 Resisting police officer or aiding escape - Penalty. (a) Any person who knowingly shall resist or obstruct the performance by one known to the person to be a peace officer of any authorized act within his official capacity or shall knowingly interfere or prevent a peace officer from discharging his duty as such officer and whoever shall in any manner knowingly assist any person in the custody of any member of the police department to escape or attempt to escape from such custody, shall be fined not less than $25.00 $200.00 nor more than $500.00 $1.000.00. (b) For the purposes of this section "resist" shall mean passive as well as active resistance. SECTION II. Section 10-36-110 of the Municipal Code of Chicago is hereby amended by deleting the language struck through and by inserting the language underscored, as follows: 10-36-110 Hours. No person shall be or remain in any public park, playground or bathing beach which is fenced in or provided with gates, between the closing of the gates at night and their reopening on the following day; nor shall any person be or remain in any public park, playground or bathing beach not fenced in or provided with gates between the hours of 11:00 p.m. and 4:00 a.m 6:00 a.m. on the following day. SECTION III. (a) Subject to the provisions of this section, the Mayor or his designs are authorized to negotiate and execute agreements with public and private entities for goods, work or services regarding planning, security, logistics, and other aspects of hosting the NATO and G8 summits in the city in the Spring of 2012, on such terms and conditions as the Mayor or such designee's deem appropriate and which terms may provide for indemnification by the city, and to provide such assurances, execute such other documents and take such other actions, on behalf of the city, as may be necessary or desirable to host these summits. (b) The Mayor or his designee's may enter into an agreement to procure goods, work or services as provided in subsection (a) of this SECTION III of this ordinance only after making a determination that (i) there is no existing contract awarded by the city to a vendor that can be used to procure the needed goods, work or services; or (ii) an existing contract awarded by the city to a vendor is not sufficient to procure the needed goods, work or services. Page 2 of 3 (c) For purposes of this SECTION III, (i) the term "designee" means a city employee or city employees designated by the Mayor to negotiate and execute agreements with public or private entities as specified in subsection (a) of this SECTION 111; and (ii) the term "city" means the City of Chicago. (d) No agreement entered into pursuant to this Section 111 may contemplate the provision of goods, work or services beyond July 31, 2012. SECTION IV. And this comes as no surprise whatsoever. That was the reason for practically giving away this revenue generating city service. This did nothing but pad the pocket of the seller, and buyer. When you privatize a city, state, or federal service, it is always the consumer, and economic health of these entities that suffer with lost revenue, service, and employment cutbacks.

The meat-heads are starting off the New Year in the most dumbest form imaginable.

Here's a thought. We all know that the City of Chicago installed those cameras around town. What came with those cameras, is what is aptly named a "Gun Shot Detector". So, in a nutshell, once a weapon is fired in the parameters of said cameras, it will detect, and narrow down where that shot originated. Hence, making the apprehension of the meat-head that fired the round/rounds possible. They shoot, they run, and for the life of them, can't figure out how they got caught.

So with that said, as we know last night, there were meat-heads out celebrating the New Year by firing weapons in the air. I wonder how many actually got locked up last night? Yep, "Stupid is, as Stupid does".
